Syrian businessman, founder of Hamsho International Group in 1989. Sanctioned by OFAC, the EU and the UK, and re-designated under E.O. 13894 effective 1 July 2025 so the listing would survive the termination of Syria sanctions. His designation rationale describes close business relationships with regime figures, including Maher al-Assad. On the regime's fall (8 December 2024) he fled to Beirut and gave up his steel plant; he returned to Damascus and settled with the interim government in January 2026, the state recovering roughly $800 million. A 2016 letter to Syria's Director General of Customs, on Syrian Council for Metals and Steel letterhead and signed by Hamsho himself as Chairman of the Board, is the clearest primary-source document placing his signature on a specific piece of the estate's infrastructure — the Council's contact address sits on the hadeed-mmc.com domain.

ووفقاً للقرار يدير المجلس مجلس إدارة مؤلف من 17 عضواً يرأسه الصناعي محمد حمشو، وتتمثل فيه "وزارتا الاقتصاد والصناعة ومؤسسة عمران"، حيث كلّف إدارة المجلس، أما مدّته فحدّدت بأربع سنوات يجوز بعدها إعادة انتخاب وتعيين الأعضاء السابقين.
